Economic interests and immediate profit continue to distort the commitment that a business must make in order to remain in the preference of its consumers in the medium and long terms.
This can be seen in the more than 130 cases of canceled contracts at service stations that Petróleos Mexicanos (Pemex) – which supplies 95% of the country's gasoline – has carried out so far in the current federal administration, according to data from the Energy regulatory commission.
Furthermore, it is anticipated that this France Mobile Number List figure will continue to grow due to inspections by the Federal Consumer Protection Agency (Profeco).
In Mexico, it is estimated that fuel theft exceeds 20 billion pesos per year, according to the Ministry of Finance and Public Credit (SHCP), although the figure is not exact because huachicoleo is a highly variable activity.
This situation shows that huachicoleo is not only an activity of individuals or organized crime, but that various companies – from concessioned gas stations to technology providers – are involved.
The latest example of business activities involved in gasoline theft is the detection of the “software” known as “rake”, which can be controlled remotely by cheating gas stations that control the number of milliliters that are dispensed in each fuel discharge.
Ricardo Sheffield Padilla, head of Profeco, reported that the “rake” was found in a pump at a gas station located in Champotón, Campeche and announced that the corresponding complaint will be filed with the Attorney General's Office of the Republic.
He stated that the gas station where this software was found was in a concession run by Combustibles Imagen SA de CV, whose shareholders are Gladys María Luján Díaz, Eduardo José Luján Díaz and Jorge Carlos Barajas Lázaro, who are already under investigation for this fact.
On the other hand, the Intelligence Unit of the Ministry of Finance (SHCP) is handling an ongoing investigation in reference to the company Atio Group, supposedly in charge of developing the ControlGAS volumetric controls software, which is installed in about a third of the 12 thousand gas stations in the country.
According to data provided by former employees of this company, the sale is encouraged by the company, a version that has not been officially corroborated.
The company has even reported not being the creator of “rake”, although it confirmed a leak of information that could have been used in the creation of that software.
According to the person in charge of the Profeco office, this system is sold by the pump manufacturer itself “underwater” and it is estimated that 8% of the pumps use this system.
He explained that "what the software does is that from the central office, remotely with a telecommunicator, they can, by pressing a button, dispense as the law requires, one liter at a time or, with a special button, they could vary and they determine whether they shave a liter for every 20 or half a liter for every 20.
